Impartiality: Civil servants are expected to perform their duties impartially and without bias. They are required to serve the government and the public interest, rather than any political or personal agenda.

Civil Service Commissions: Many countries have established civil service commissions or similar bodies to oversee the hiring, promotion, and management of civil servants. These commissions help ensure that civil service is merit-based and free from political interference.

Code of Conduct and Ethics: Civil servants are often required to adhere to a code of conduct or ethics that sets standards for their behavior and actions. These codes help maintain professionalism and integrity in the civil service.

The specific rules, regulations, and practices of civil service can differ significantly between countries and even within different levels of government (local, regional, national).
